District Committee on Improving the Quality of Life launched in Kamphaeng Phet Province

Kamphaeng Phet Provincial Government hand in hand with Naresuan University (NU), Ministry of Public Health (MoPH), National Health Security Office (NHSO), and Thai Health Foundation launched the District Committee on Improving the Quality of Life in all districts of Kamphaeng Phet province towards the achievement of global goals, the Sustainable Development Goals (SDGs).

Mr. Thatchai Srisuwan, Kamphaeng Phet Provincial Governor together with Dr. Suchart Muangkaew, NU Vice President; Dr. Boonchai Theerakarn, General Inspector of MoPH Health Region 3; Assoc. Prof. Dr. Jiraporn Limpananont, VP for Program Administrative Committee, Section 7 of Thai Health Foundation; Dr. Wongsawas Tanwisut, Director of NHSO Regional Branch 3, Nakhon Sawan; Dr. Warawut Chuenta, Provincial Chief Medical Officer, Kamphaeng Phet; Dr. Prasitchai Mungjit, Dep. Director, Public Health Administration Office MoPH; and Mr. Sadudee Bhuddang, District Governor, Kosamphi Nakhorn and the Chair of the administrative committee of the launching ceremony of the District Committee on Improving the Quality of Life jointly proclaimed officially the signing of the MOU to launch the District Committee on Improving the Quality of Life of the people in every district of Kamphaeng Phet on the 9th of March 2018 at the Petch Hotel Kamphaeng Phet.

The ceremony marked a very important event for the health system in Thailand as it was the first health committee launched that will involve and be implemented in every district of a province, specifically, Kamphaeng Phet Province.

Coincidentally, on the same day, the 9th of March 2018, Thailand’s Prime Minister General Prayut Chan Ocha signed an Executive Order from the Prime Minister’s Office the ‘improvement of the people’s quality of life at the local level’, BE 2561. The said Executive Order is published in the Royal Thai Government Gazette (GG) Volume 135, special edition 54 D.

The District Committee on Improving the Quality of Life includes the District Governor as the Chairman of the committee; Community Hospital Director as the Vice Chairman; and Chief of District Health Office as the Secretary.  The committee members are tasked to work together with every sector in the district in a participatory manner. Also, the committee has to set the direction, strategy, and goals systematically and effectively by integrating all sectors; public sector, private sector, local government, and people sector to work together in improving the quality of life of the people at the local level. The committee has to use the concept of people-centered and should promote the strengthening of collective leadership and ownership in order to develop and solve the problem that occurred in the area. Additionally, the committee is also tasked to promote individual, family and community to have better physical, mental, and social wellbeing to have a better quality of life that is sustainable.

Moreover, on that day at the same venue, a seminar on “District with an effective management aimed at developing a sustainable quality of life of the people” was also held beside the MOU signing ceremony between Kamphaeng Phet and Naresuan University to implement the project on developing a model for an effective District Health Systems management (DHS StartUp) that moves toward the achievement of the Sustainable Development Goals (SDGs).

The DHS StartUp project is conducted and organized by the College of Health Systems Management (CHSM) headed by its Acting

Director, Asst. Prof. Dr. Phudit Tejativaddhana. CHSM has worked together with five health model districts, four in Health Region 3 and 1 in Health Region 2. The four districts in Health Region 3 are Kosamphi Nakhorn, Khlong Khlung, Pang Sila Thong, Sai Thong Wattana of Kamphaeng Phet Province and Ban Tak of Tak Province.

The DHS StartUp project aims to develop an effective management model for district health by using the management concepts; area based and people-centered on supporting District Committee on Improving the Quality of Life for the improvement of the quality of life of the people in the area through an effective district health system. This project supports the promotion of the effectiveness of the primary care cluster policy which leads to the achievement of the global health goal which is the Sustainable Development Goal in health (SDG 3).

All those 5 health model areas will serve as the learning site for other districts in Health Region 3 and expand to other districts at the national and international level. The project is supported financially by the Thai Health Foundation. The Thai Health Foundation designated Asst. Prof. Dr. Phudit Tejativaddhana, Acting Director of the College of Health Systems Management to be the project manager.

At the MOU signing ceremony, there were more than 150 participants that include executives from the provincial level; executive from the district level who are also members of the District Committee on Improving the Quality of Life of every district; academics and health experts from Naresuan University who served as academic consultants to every district such as Dr. Sutee Hanthakul, Vice Mayor of Phitsanulok, Assoc. Prof. Dr. Patcharin Sirasoonthorn, Dean of the Faculty of Social Sciences, and Assoc. Prof. Dr. Chommanard Wannapornsiri, Dean of the Faculty of Nursing, Naresuan University.
